That's effectively the Gang of 8 immigration reform that passed the Senate
in 2013. It died in the House.
It's a more rational immigration reform (proposals that have made the rounds quite a bit despite never making it into law), but it still doesn't provide a clear answer over what we do with those continuing to cross at illegal parts of the border.
Don't split the families. Agreed. But if you're not simply going to let them go, you have to detain them for processing. And there's the fear that simply letting migrants go will have the unintended consequence of provoking more dangerous trips with kids. That's the tricky part that has no easy answers, which earlier admins also struggled with, and for which ICE agents are now being compared to Nazis. I get that Trump's admin has had some awful rhetoric about immigrants, but I've not seen evidence that they're being abused. I don't think that the over the top rhetoric is helpful (especially if one is interested in building consensus to fix the issue).
As Hoodafan says below, the compromise bill has some of those reforms. And it appears we now have leaders who will bring a bill to the floor. But republicans don't have the votes alone with a hard right wing opposing nearly everything as amnesty, so they need democrat support.
The sticking points with dems seem to be more funding for the wall & not wanting to give republicans a "win". I guess the question is whether or not democrats decide that it's important enough to accept an imperfect bill that still does some good, or if they'll hold out till 2020 in the hope of taking control.
